All modern cars have an ECU that controls very precisely the fuel, air, timing and other operational parameters of the engine based on many inputs and sensors and real-time engine performance. Manufacturers tune engines to meet different performance points - the same 2 litre diesel engine might be tuned to produce 110bhp in one model and 140bhp in another. This is easily done by simply changing the ECU software to restrict what the engine is capable of. And guess what - you can tune the 110bhp up to 140bhp if you so wish.
